Head of the Secretary of Social Development of the State of São Paulo | BRAZIL
H.E. Ms. Celia Parnes is the present head of the Secretary of Social Development of the State of São Paulo, and she is an active member of the FONSEAS (Social Assistance Secretaries National Forum) and of the Regional Development Inter-Secretarial Committee of the Racial Equity Center for the State of São Paulo Social-Economic Development. Her Excellency graduated in Administration by the School of Economy, Administration, Accounts of University of São Paulo. She has been appointed as the Woman of the Year by São Paulo Municipal Chamber and “Mulher Nota 10” (Top Woman) by VEJA magazine. H.E. Ms. Parnes started her career in Social Affairs as a volunteer of the Welfare Israelite Brazilian Union, one of the oldest organizations of the civil society which cares of children, teenagers, older people, and families. H.E. Ms. Parnes has been honored by the State of São Paulo Legislative Assembly Foreign Communities Parliamentary Council with the Military House Medal for her outstanding social services. From February 2019 to August 2020, she was the representative of Southeastern Region in the CIT, recognized as managing innovation in the politics of arrangements, articulations, and expressions from federal, state, and municipal managers requirements at the social assistance area.
